Acquisition Specialist (3189)

Responsibilities:

Supports day-to-day acquisition management activities for Major Acquisition Program(s).
Drafts, reviews, and revises Major Systems Acquisition Manual (MSAM) and DHS 102-01-001 required documents and plans in preparation of Acquisition Decision Events (ADEs).
Develops and reviews asset and financial proposals to include development of material type and costing research and associated documentation, labor hour cost and type research and the associated documentation, cost comparison and analysis, material research spreadsheets, and input to program team leads within timeframe and award timeframe of the asset.
Prepares briefs and presentations for internal and senior stakeholders.
Supports data and Contractor Deliverable Requirements List (CDRL) review processes and workflow management, including alignment of submission numbers to ensure proper entry for resubmittals/ new submissions, management of review team assignments within the CDRL management database (e.g. CDRL Center or other), conduct an initial review of shipbuilder deliverables for completeness and report any discrepancies to Government personnel prior to assignment for a specific Surface Program review workflow, assign shipbuilder deliverables to the specific Surface Program review workflow using IDE, maintaining the electronic CDRL database, tracking CDRL deliverables’ review status and providing updates.
Reviews shipbuilder CDRL deliverables upon submittal for completeness.
Provides support for white paper and analyses within the following areas: naval engineering, naval architecture, test and evaluation, logistics, C5ISR, and program management as required.
Prepares project system metric/status reports, to include Logistics metrics report for Reliability, Maintainability and Availability, Configuration Manager checklist of items for implementation and completion.
Tracks, reviews, and prepares acquisition related documents, including requirements documents and work packages for support of work performed external to the Program Office.

Completion of all requirements for a DHS/DAWIA PM Level III certification.

Generates financial reports, presentations, and position and issue briefs based on specific Surface program fiscal guidelines.
Supports all financial meetings by establishing agendas, providing, and updating the execution and obligation tracking documents and providing the program leads with the associated financial correspondence and recommendations related to program funding.
Supports the monitoring of project level and task level financial data and create and track metrics to establish a continuous monitoring method and associated report for shipbuilder cost, schedule, and performance.
Performs quantitative assessments and reports.
Conducts statistical analyses and provide technical reporting of all incoming financial related data.
