Eagle Harbor is seeking Facility Security Assessment Writers to support our Department of Homeland Security (DHS) Federal Protective Services (FPS) customer.

The cornerstone of FPS’ protective security mission is the assessment of government facilities and their associated infrastructure. A Facility Security Assessment (FSA) is the FPS process to identify, analyze, and document the security related risks to a Federal facility, to communicate effectively those risks to facility tenants, and to recommend and monitor feasible and effective security solutions that mitigate the impact of any undesirable event, from terrorist attacks to natural disasters.

FSAs are consistent with the ISC Risk Management Process for Federal Facilities (RMP). Requirements for the frequency of FSAs are driven by the ISC standards. High-risk facility (Facility Security Level (FSL) III, IV, and V) assessments occur every three years. FPS NCR completes approximately 200 FSAs annually for Federal facilities.

The Contractor shall perform the following tasks in support of FPS Inspectors:

Capture, validate, and formulate data-based reports utilizing the FPS Gateway and associated facility information reports.
Conduct in-depth reviews of all inspector-submitted reports and provide written documentation on deficiencies in policy, content, and quality of the assessments.
Develop regional/zonal trends and analyses report on a monthly basis which is supported by week-to-week reviews of FPS Facility Security Assessments (FSAs).
Review and coordinate FSA presentations to ensure the highest levels of quality and compliance with applicable policies and standards.
Conduct statistical reporting with respect to all levels of data from the FSAs and LE I M S Threat Assessment Reports (TARs).
Attending meetings with FPS personnel and producing meeting minutes.
Composing written correspondence on behalf of the R11 Leadership staff.
Prepare all written communication using proper grammar, spelling and punctuation in addition to proper formatting.
Provide support services for planning, coordination, reporting, monitoring and follow-up activities when in the process of recommending business strategies and ways to improve business practices.
Assist FPS in communicating with stakeholders through the development of documents, briefings, issue papers, and other supporting material and the coordination of meetings and discussion of technical support areas.
Assist in the development and implementation of procedures to analyze the effectiveness and efficiency of the Region and Zone.
Provide operational support for FPS’s various ad-hoc projects, such as statistical analysis, quality assurance, communications, acquisition management, and performance management and other related integration and analytics activities.
Support communication outreach to FPS internal and external stakeholders and customers.
Provide access to subject matter experts and analysts that can support operational assessment and analysis, integration, strategic planning and data analytics. Expertise should include but is not limited to: Logistics, Financial Management, Acquisition Management, Data Management, GIS, etc.
Document recommended use and application of data collected in the management decision making processes for operational decision making.
Prepare meeting minutes, and support outreach events and associated roundtables.
Support the development of communication strategies and messaging.
Consolidate historical records.
Assist in the utilization of databases.
Assist in the utilization of SharePoint site.
Ability to communicate effectively, both orally and in writing, including demonstrating excellent presentation skills.
Show proficiency in MS Office Suites and additional office software applications.
Demonstrate ability to read, interpret and follow policy, regulations, and directives.
Use macros, create pivot tables, charts, and graphs, and use simple and complex formulas including color codes when developing spreadsheets.
Be proficient in government financial, procurement and property management software.
Track action items generated from staff meetings.
