The Senior Technical Project Manager will provide project management
expertise and oversight for the transformation of the Commonwealth of
Massachusetts Executive branch personal computing experience.

 

The position will report into the Executive Director of the Program, the
Executive Office of Technology leadership, and business/technology owners. The
Senior Technical Project Manager will work with Agency and State level
executives, software vendors, service providers, and business directors to
implement changes to the environment.

 

Required Knowledge, Skills and Abilities:

 

·       10-15+ years of Experience leading highly complex, technical projects

·       5+ years of experience leading vendor managed projects

·       7+ years of overall project management experience

·       5+ years of hands on experience with MS Project, MS Visio, SharePoint
2013, and MS O365

·       Proven experience identifying risks and identifying solutions as
needed

·       Strong verbal and written communication abilities and proven
experience presenting to senior leaders

 

Responsibilities:

·       Manage medium-large sized high priority, technical project(s) of
moderate to high complexity and risk

·       Provide consultation for all aspects of the project throughout the
entire software development life cycle

·       Facilitate project kickoff meetings and direct project team members
while working closely with the resource managers, partners, business analysts,
and subject matter experts on the various system support teams

·       Record and manage schedules, mitigate risks, raise issues and
inter-dependencies with understanding of technologies and desired outcomes

·       During initiation, help clients determine the best approaches for
reaching objectives; during planning, develop project management tools
including plans for scope management, risk management, communications, change
control, and performance measurement and tracking

·       Prepare time and cost estimates, and detailed plans/schedules for all
phases of the project

·       During execution, monitor performance and report management project
status and pertinent issues, i.e. major milestones, and potential project risks

·       Conduct status meetings for senior leaders, assessing proposed
changes in scope, and recommending courses of action to project sponsors during
the execution phase

·       Verify product process to ensure the project delivered meets the
clients needs/ expectations

·       Monitors project milestones and critical dates to identify potential
jeopardy of project schedule. Identify ways to resolve schedule issues. Keeps
management aware of the situation

·       Promote and support Project Management Office policies and processes;
work with security, architectural and quality assurance teams to utilize
established system standards, procedures, and quality objectives
