Position Overview:
Subject Matter Expert 5 will serve as a team lead supporting systems engineering, technical, and management support services to the Defense Health Agency and the Military Health Systems (MHS) community of interest. This support encompasses primarily cybersecurity support for the DHA.
Support the project execution of cybersecurity policy services at locations throughout the Continental US (CONUS) and Outside the Continental US (OCONUS) areas. This support includes to all DOD Military Health Services sites, which vary in size from 1,500 to over 60,000 server and workstation assets and support as many as 35 to 45 Programs of Record Systems as determined by the sponsor of vary size, architecture and operating systems.

POSITION RESPONSIBILITIES:
Create, review or revise documents related to cybersecurity to support sharing policy/guidance information with DHA community.
Review enterprise-wide cyber security business processes for compliance with DoD and DHA policy in support of the information technology acquisition life cycle.
Identify cybersecurity risks and concerns.
Develop and maintain templates, guidelines, and procedures related to tabletop exercises for contingency plans; facilitate the execution of tabletop exercises for DHA community.
Provide assessment and guidance, primarily on-site, for Traditional Security checklist, Computer Network Defense directions, and contributing factors aspects of DHA Cybersecurity and Operations Readiness Assessment & DISA Command Cyber Readiness Inspection.
Provide technical recommendations and on-site incident response & analysis in response to detected threats and other emerging changes in the cyber landscape.
Ensure that all cybersecurity inspections, tests, and reviews are coordinated with affected parties and organizations.
Prepare the security assessment report documenting the issues, findings, and recommendations from the security control assessment.
Review Security Design documentation to ensure comprehensive security requirements and compliance with DoD and Federal requirements and guidelines.
Review and provide input on physical, application and networking security polices procedures and practices.
Participate in all test execution and planning activities, including meetings and working groups, in accordance with DHA RMF Process.
Participate in RMF Team Meetings and System review related meetings to provide technical and non-technical guidance.
Perform the execution of IA certification testing to identify all vulnerabilities, and document residual risks by conducting thorough risk assessments.
Identify and elevate the need for any additional IA test events needed to support accreditation/authorization.
Provide mitigation and remediation in support of the A&A process remotely and/or on-site as required.
Maintain current knowledge of, and compliance with, applicable federal and state privacy laws, accreditation/authorization standards, and applicable DoD, Service, and local facility regulations.
Provide subject matter expertise in the area of DoD A&As as well as MHS/TMA A&A requirements.
Develop training documentation including Training Plans and User Guides for individual and group hands-on training sessions.
Conduct quarterly training to support A&A requirements.
POSITION REQUIREMENTS:
US Citizen.
Active Secret Clearance. Only candidates currently possessing an Active Secret Clearance (or higher) will be considered for this position.
Technical Training in Cybersecurity, Information Technology, Medical Systems, Network Design, Strategic Planning, and/or HIPAA law.
Eighteen (18) years of hands-on experience with Information Technology, to include three (3) of the following areas:
Systems Requirements
HIPAA requirements
Medical Systems
DoD Medical
Operational Requirements
Unix/Linux system software
Test & Evaluation
Must demonstrate industry and public service leadership in one (1) or more of:
Medical systems
Advanced system architecture
Hardware technologies
Digital/analog communications technologies
Computer simulation
Electronic sensor technologies
Enterprise Resource Planning (ERP)
Demonstrated experience in at least three (3) of the following areas:
Demonstrated detailed knowledge of IA concepts and requirements
Demonstrated comprehensive knowledge DOD military specifications and standards
System design integration planning for multiple large-scale installations
Hardware and software evaluation
System Test and Evaluation, planning execution and/or management
System requirements planning and oversight
Understanding of FISMA and HIPAA IA requirements
Services Oriented Architecture design and development
Cisco Certified Internetworking Expert (CCIE) certification (preferred but not required).
Additional cybersecurity and/or network certifications beneficial.
