Position Overview:

Program Manager is responsible for the overall performance of the contract covering systems engineering, technical, and management support services to the Defense Health Agency and the Military Health Systems (MHS) community of interest. This support encompasses primarily cybersecurity support for the DHA.

Support the project execution of cybersecurity policy services at locations throughout the Continental US (CONUS) and Outside the Continental US (OCONUS) areas. This support includes to all DOD Military Health Services sites, which vary in size from 1,500 to over 60,000 server and workstation assets and support as many as 35 to 45 Programs of Record Systems as determined by the sponsor of vary size, architecture and operating systems.

POSITION RESPONSIBILITIES:

Responsible for the overall contract performance.
Organize, direct and manage support services for all activities covered by the contract.
Serve as a liaison among contractor’s corporate management, customer, and other / related program directors / managers.
Responsible for formulating and enforcing work standards, assigning contractor schedules, reviewing work discrepancies, supervising contractor personnel and communicating policies, purposes, and goals of the organization to subordinates.
Support the Government Project Manager.
Work with the government project manager supporting the needs of the program at the sponsor level.
Coordinate meetings, prepare budget drills, develop agenda items, and participate in high-level meetings.
Coordination and interface with various DOD and non-DOD activities.
Ensure all delivered services meet the performance standards identified in the contract and service request.
Manage workforce scheduling to support specific programs and organizations.
Communicate Government policy guidance and provide operational support to organization.
Perform research and prepare briefing charts and other presentation materials.

POSITION REQUIREMENTS:

US Citizen.
Active Secret Clearance. Only candidates currently possessing an Active Secret Clearance (or higher) will be considered for this position.
Bachelor’s degree in Engineering, Physics, Physical Sciences, Information Security, Mathematics, Management Information Systems, Business, or Health Sciences Related Field.
Valid Program Management Professional (PMP) Certification.
Fifteen (15) years of technical experience in support of Cybersecurity or computer network defense programs to include: Equipment Support, System Support, and Programmatic Support.
Eight (8) years Program Management Experience, to include: Technology Assessments, Systems Design, Systems Analysis, Programmatic Support, Acquisition Planning, and Budget Planning.
Five (5) years as manager of Cybersecurity or computer network defense projects. Knowledge of Federal Acquisition Regulation (FAR) and DoD procurement policies and procedures.
Note: Experience may be concurrent.
