Position Overview:
We are seeking a Project Management Subject Matter Expert (SME) with experience providing strategic programmatic support for DoD C4ISR Acquisition Programs and Projects. Position will support SSC Atlantic’s BIE at the Command, Competency, Portfolio, Subportfolio and Integrated Product Team levels.

POSITION RESPONSIBILITIES:
◾Provides project planning support to include, but not limited to creating work packages, project plans, project Work Breakdown Structure IAW SSC LANT Project Management and Process Framework, for inputs into the BIE.
◾Analyzes, evaluates and provides recommendations for linking Portfolio demands with Competency capabilities enabling proactive management of manpower, contracts, facilities and cross-Center coordination.
◾Analyzes, evaluates and provides recommendations for the planning, development, monitoring and execution of procurement and contractual documentation and field activity performance.
◾Performs analysis on cost, schedule, performance, risk, resources, project reporting, artifacts, and data integrity.
◾Utilizes government resources / tools as allowable to help manage projects and provide business operations deliverables.
◾Monitors and reports on the cost, schedule and performance of the work breakdown structure of the project and / or program they support for inputs in the BIE, including all business financial management processes associated with the funding managed by the project to support decision making and bi-directional awareness.
◾Performs data mining, analysis and reporting activities to support management inquiries.
POSITION REQUIREMENTS:
◾US Citizen
◾Must be able to pass a Federal Background Investigation
◾Technical Training in Project Management Body of Knowledge, PMP certified.
◾Eighteen (18) years of hands-on experience with managing projects, to include:◦Three (3) of the following four (4) areas: Systems Requirements, Operational Requirements, Test & Evaluation, and Training.
◾Recognized expert who has demonstrated industry and public service leadership in in DoD C4ISR Acquisition Programs and Projects.
◾Experience in Project planning, scope definition and work breakdown structure creation, performance baseline creation with associated baselines for cost, schedule, and scope; Risk Identification, Management, and Analysis; Project Scheduling; tracking project planned versus actual execution; measuring against milestones and performance baselines; and project and resource forecasting.
