The Facility Manager (FM) Instructor will be the primary point of contact for the courses to which he/she is assigned and/or areas/initiatives tasked to conduct. Additionally, he/she will serve as the backup instructor to the FM Tradecraft Course Chair. The FM instructor position is interdisciplinary and requires the application of expert-level professional knowledge in one or more fields in facility management. Under the guidance of MTT leadership, the incumbent serves as a coordinator and instructor of a facility management training program. The incumbent ensures that all facility management training and guidance meet the needs of Department of State facility manager professionals and the larger foreign affairs community. Primary responsibilities in these programs include teaching several major courses; designing curriculum and courses; counseling participants at FSI and officials in the Department; advising other staff at FSI; and evaluating training results. The incumbent not only carries a heavy teaching, counseling, and administrative load, but must also keep constantly informed of developments in the relevant fields so that the latest knowledge and relevant facilities standards are made available to participants and to officials in the Department of State on a consultative basis.

Responsibilities:

Plan long and short-range curriculum for the FM program.
Respond to requests for unscheduled or customized courses.
Identify speakers and pedagogical materials and resources for the program.
Maintain expertise and visibility necessary to instruct the program participants and serve as a MTT Division subject matter expert.
Teach courses within areas of expertise.
Develop curricula for all courses within the program.
Continuously research to keep materials and course content updated and cutting edge.
Continuously develop and maintain professional contacts who will be resources for the courses.
Maintain and develop professional contacts with other government agencies and provide training and consultation to those agencies in accordance with FSI policies.

Requirements:

US Citizenship.
Ability to obtain and maintain an Active Secret Clearance; candidates currently possessing an Active Secret Clearance or higher are preferred.
Bachelor’s degree in related fields including engineering, property management, facility management, business administration, construction science or architecture.
Four or more years of multi-site facility management experience in a government agency.
Knowledge of facility maintenance management planning, safety and physical security practices and procedures, environmental safety and health practices and procedures, acquisition and contracting procedures to include service contracts, contractor performance and statements of work, basic facility accounting, computer applications, facility management fundamentals, physical plant operations, and technical expertise, knowledge of physical plant operation, building structures, and grounds, architectural and engineering drawings, facility condition inspection, equal employment opportunity (EEO) policies, construction methods, human resources/talent management policies, building codes, facility warranty process, machines and tools, cost analysis, and principles of real property inventory and methods.
Knowledge and skills in the development of curricula and courses.
Skills in adult education, ideally involving the subject matter for which the position is responsible.
Knowledge and skills in training evaluation to be able to evaluate the results of the courses for which the position is responsible.

Knowledge Management Specialist – 2475

OLH Technical Services, LLC., a subsidiary of Three Saints Bay, LLC, and a government industry leader, is looking for a Knowledge Management Specialist to join our Team!

Responsibilities:

The KMS will work closely with FSI’s Knowledge Management Coordinator, providing expert advice and support for Knowledge Management initiatives in all components at FSI. The KMS will support key initiatives that cut across FSI’s components, providing guidance and assistance in best practices associated with knowledge capture, retention, dissemination and application across processes, systems, and organizational components. The KMS will assist FSI components in the implementation of FSI’s KM initiatives, programs, projects, and practices as follows:

Support the deployment and implementation of FSI’s KM strategy and associated change management initiatives.
Support Knowledge Management Coordinator in developing and delivering the taxonomy and knowledge management strategy for FSI’s knowledge management system.
Support the design, implementation, and enhancement of core KM approaches, resources and products used to support critical knowledge flow within and across the business and knowledge domains.
Promote KM approaches and practices (e.g., communities of practice, lessons learned, collaborative platforms) to capture, retain, store, and share critical knowledge.
Manage KM program’s website to ensure accurate content curation and digital engagement with wider FSI community.
Help disseminate information about FSI’s KM initiatives, progress updates, best practices, and lessons learned to internal audiences.
Design and implements KM training and awareness events and resources to build organizational capacity and strengthen implementation of FSI’s knowledge strategy.

Requirements:

US Citizenship.
An Active Secret Clearance.
Bachelor’s degree.
Master’s in Library Science or Information Science Management. (Preferred not required).
Knowledge Management Certificate or Information Management Certificate may be substituted in lieu of a Master’s.
Experience in Records Management, Library Science or Information Science.
Expert knowledge of the theories, principles, and concepts of knowledge management as applied to the capture, retention, dissemination and application of information in a large and complex organization.
Broad knowledge of the theories, principles, and concepts of education and training, specifically in the field of Knowledge Management to create and deliver new training and education programs to meet broad organizational goals and objectives.
Broad comprehensive knowledge of records and data management, particularly in the application of information architecture solutions such as taxonomies, and search and tagging systems.
Ability to develop new knowledge management products and tools to enhance internal processes, strategic communication, and collaboration with stakeholders, partners, and senior leadership across FSI components.
Experience with taxonomy management, records management and/or information management (naming, describing and classifying information)
Experience with metadata establishing policies and processes that ensure information can be integrated, accessed, shared, linked, analyzed and maintained to best effect across the organization.
Experience creating metadata maps
Experience reviews existing taxonomies of project documents/project information and their metadata schemas
Experience with the Google Suite
Experience with the Microsoft Suite
Strong SharePoint experience (has used SharePoint as a collaboration tool, creating document libraries, naming conventions etc.)
Categorize, tag, and upload information, resources, and documents, to SharePoint
Experience conducting knowledge management training and/or workshops.
Facilitate discussions with FSI staff about taxonomy, knowledge management strategy, and user-centered design of online information system. Best practices and lessons learned etc.
Advanced technical skills.
Strong conceptual skills.
Experience with knowledge management tools
Experience in developing and implementing content taxonomies and content management system.
Ability to communicate effectively and professionally, both in writing and orally.
Ability to interact effectively in multicultural settings.
Strong ability to work in a diverse, multicultural team environment on high priority initiatives.
Strong critical and creative thinking and analytical skills.
High level of initiative and ability to work independently as well as a member of a team.
